INSPECTIONS, MEASUREMENTS AND EXAMINATIONS

Inspection of the lightning protection system with the measurement of electrical resistance of the grounding distribution

External and internal lightning protection system is set to protect objects, structures, services from atmospheric discharges. In order to preserve and confirm the efficiency of the designed lightning protection system, we perform testing during and after installation, as well as periodic testing. The intervals of periodic testing depend on the projected level of protection.

The goal of periodic testing is the check up of safety, regulation and function of lightning protection system for determining the level of safety of the user and preventing the fire.

Inspection and examination of the external lightning protection system involves:

  • Inspection of the external lightning protection system
  • Measuring continuity of down-conductor system
  • Measuring resistance of earth-termination system
  • Checking the continuity of lightning equipotential bonding
  • Checking the functions of surge protective device

Inspection is done according to the Regulations of technical norms for facility protection from the atmospheric discharge (Official Gazette SRJ no. 11/96).

Inspection and examination of electrical installations

Inspection and examination of low voltage electrical installations is carried out during construction or after it, but before it is submitted to the user and reconstructed.

Inspection of an electrical installation is carried out when it is switched off from the power supply voltage, and it involves testing of the following issues:

  • Method of protection against electric shock
  • Presence of fire barriers and other precautions against propagation of fire and protection against thermal effects
  • Selection of conductors for current-carrying capacity and voltage drop
  • Choice and setting of protective and monitoring devices
  • Presence and correct location of suitable isolating and switching devices
  • Selection of equipment and protective measures appropriate to external influences
  • Neutral and protectie conductors correctiy identified
  • Single-pole switching devices connected in the line conductors
  • Presence of diagrams, warning notices or other similar information
  • Identification of circuits, overcurrent protective devices, switches, terminals etc.
  • Adequacy of connection of conductors
  • Presence and adequacy of protective conductors, including protective equipotential bonding and supplementary equipotential bonding conductors
  • Accessibility of equipment for convenience of operation, identification and maintenance

General testing of electrical installations are carried out in the following order and include:

  • Continuity of protective conductors, main and additional conductors for supplementary protective equipotential bonding
  • Insulation resistance of the electrical installation
  • Electric separation of electric installation
  • Insulation resistance/impedance of floors and walls
  • Protection by automatic disconnection of the supply
  • Additional protection
  • Functional tests

Inspection is done according to the Regulations of technical norms for the low voltage electrical installations (Official Gazette SFRJ, no. 53/88 and Official Gazette SRJ, no. 28/95).

Inspection of Еexplosion protected devices and electrical installations with the assessment of the measures of explosion protection

Еxplosion protected devices and electrical installations in hazardous areas where explosive mixtures of gases, fumes and dusts with the air are present, are examined in the beginning and regular intervals. Periodical examinations may be visual and direct. An assessment of the applied measures of protection against explosives is also carried out.

Inspection is done according to the Standard SRPS EN 60079-17 2010 Explosive atmospheres – Section 17: Inspection and service of electrical installations from 2010.

Function control of the stationary fire alarm installations

Stationary fire alarm installations are inspected and tested after the fire, after the signs of disturbed operational readiness, in the cases of improper functioning, change in technology and the change of space allocation which can affect the change of monitoring measures. Periodic inspection of a stationary fire alarm installation is performed once a year.

The goal of the service is to test the functionality of rendered stationary fire alarm installations to determine the level of safety for the user.

Inspection is done according to the Law on Fire Protection ("Off. Gazette" no. 111/09) and Rulebook on Technical Standards of stationary fire alarm installations ("Off. Gazette of FRY", no. 87/93).

Stationary installations for detection of explosive gases and vapors are functionally tested over a two-year period, while part-time functional testing is performed in the case when periodic and special examinations show signs of disturbed operational readiness or improper function, as well as in the cases of technology change and change of a controlled space.

The goal is to test the functionality of services rendered stable installation for detection of explosive gases and vapors in order to determine the level of safety for the user.

Tests are performed in accordance with the Regulations on technical standards for Stationary installations for detection of explosive gases and vapors ("Off. Gazette of FRY", no. 24/93).

Measuring of electrostatic field with the assessment of safety in case of fire

By measuring electrostatic field we can determine the amount of electrostatic charge and spark energy which occurs during the electrostatic discharge. In the areas endangered by the mixtures of explosive gases, vapours and dust with air, the energy of a potential spark must be smaller than the minimum ignition energy. Sparks caused by electrostatic discharge in the electrostatic field can cause damage to the products, cause discomfort among workers and damage in the process of production. On the basis of measurements and tests, we determine whether general and specific measures for protection against static electricity are effective enough or there is a need for improvement or introduction of new measures.

Electro conductive flooring is placed in the areas where static charge is expected to appear. It is necessary to periodically measure the resistance of electro conductive flooring.

The aim of the service is determining the amount of electrostatic charge on the basis of which to evaluate the safety of burning the surrounding environment.

Tests are performed in accordance with the Law on Fire Protection ("Off. Gazette" no. 111/09) and SRPS CLC / TR 50404, Electrostatics-Code of Good Practice for the prevention of danger caused by static electricity.

Detection of flammable gases or vapors in the workplace

In areas where there may be a mixture of explosive gases and vapors in air is carried out measuring the concentration of explosive mixtures, with the aim of assessing the security of an explosive. Unaffected area of an explosive is the one in which the concentration eksplozivnuh mixture with an air below 10% of the lower explosive limit for a given mixture.

In areas with possible explosive mixtures of gases and vapours, measuring the concentration of explosive mixtures is carried out with the aim to determine whether these environments are safe for work. Unthreatened area is considered to be the one in which the concentration of explosive mixtures with air is 10% below the lower explosive limit for the explosive mixture.

Thermal imaging recording

Thermal imaging recording of the thermal imaging equipment for the plant and tehnololoških process is the only way to identify the nodes with higher temperatures. Thermal imaging can be performed on objects integrated electric power systems, electric power plants, technological processes, work equipment, production facilities can detect the points where temperature is increased. Points with increased temperature are in most cases the result of errors or defects in connecting elements in parts and components. Periodic thermal imaging recording can prevent damage from fires and damage incurred by the interruption of the production process due to equipment failure.

Thermal imaging facilities and thermo-technical installations can be established places with insufficient or damaged insulation. In these areas due to inadequate insulation increased energy losses that reduce energy efficiency and increase the costs of exploitation facilities and thermo-technical installations.

In Thermal imaging of electrical power equipment, electric power plants is carried out and the set-point for measuring the current through the built-in components.

VOCATIONAL TRAINING

Vocational training for driviers who transport hazardous substances

According to Article 42. Law on Transport of Hazardous Substances ("Off. Gazette of RS", no. 88/2010) participant in the transport of hazardous substances is required to entrusted the transport of hazardous substances to the driver who has a valid certificate of qualification for drivers of vehicles for the transport of hazardous substances. Driver’s Certificate is a document issued by the Department for transport of Hazardous Substances.

The candidates for performing the tasks of vehicle driviers who transport hazardous substances is vocationaly trained by the company or other legal entity under the authority issued by the Department for transport of Hazardous Substances.

Vocational training for persons who transport and handle hazardous substances is carried out using modern teaching aids, combined teaching methods, videos, presentations, tests and literature specially designed by the staff employeed in "MD PROJECT INSTITUTE”.

Vocational trainings for explosion protection

Vocational trainings for explosion protection of electrical devices and installations is carried out using modern teaching aids, with special emphasis on the specific electrical equipment and installations for use in potentially explosive atmospheres. Persons electrical engineers can attend training in operation and maintenance of devices, equipment and installations in protiveksplozijskoj protection. The training is carried out on the base of training program of the "MD PROJECT INSTITUTE”.

WORK SHOP FOR FIRE EXTINGUISHERS

The goal of service work shop for fire extinguisher is the maintenance of the subject equipment in constant permanent readiness for reacting in case of fire.

Workshop services related to fire extinguishers are made under Articles 73., 78. and 44. of the Law on Fire Protection ("Off. Gazette" no. 111/09) and Regulations on technical norms for hydrant network for fire fighting ("Official. SFRJ ", no. 30/91).

Work shop for fire extinguishers provides the following services:

  • control inspection of fire extinguishers,
  • testing of fire extinguishing vessel that use cold water pressure,
  • filling of fire extinguisher with powder, nitrogen, carbon dioxide,
  • filling the bottles with carbon dioxide,
  • control of the flow capacity and water pressure in the fire hydrant network
  • testing of hydrant hoses,
  • removal and modification of fire extinguisher’s parts and installation of new parts,
  • hand tying of fire coupling for the fire hose,
  • pouring of carbon dioxide or powder

Services of the fire extinguishers workshop are provided on-site and in the premises of testing station in Nis.

Inspection of fire extinguishers and control of the flow capacity and water pressure in the fire hydrant network and is done every 6 months.

DUTIES OF FIRE PROTECTION OFFICER

All legal entities in the Republic of Serbia are obliged to comply with Article 24 Law on Fire Protection ("Off. Gazette" no. 111/09) to organize fire prevention accorging to fire risk.

To carry out the organization of fire protection, under Article 25 Law on Fire Protection ("Off. Gazette" no. 111/09), a legal entity may hire a company or other legal entity which meets the requirements and has the authority of the Ministry to carry out these tasks.

The main goal is that the employer, in accordance with the Regulations on the organization of fire protection ("Off. Gazette of RS", no. 92/11) by category of fire risk, organize fire protection, appoint a person and implement preventive measures for fire protection.

Basic training in the field of fire protection

Basic training in the field of fire protection, under Article 53 of the Law on Fire Protection ("Off. Gazette" no. 111/09) is organized for all employees, not later than one year from the date of commencement of employment.

Basic training consists of theoretical trainig, theoretical testing, practical trainig and practical testing in the deprtment of fire protection.

Basic training program is made ​​by the employer, upon the approval of the Ministry. The program is coordinated with the activities of the legal entity and the dangers that may be potential sources of fire.

Testing the knowledge of employees is conducted once every three years.

The main goal is that employees are adequately trained in the procedure in case of fire and to be trained in practical work with tools and equipment for fire fighting.
