GENERAL TECHNICAL DOCUMENTATION
"MD PROJECT INSTITUTE” may accompany the construction of any facility from the design phase to the technical acceptance and issuing of use permits in accordance with the Law on Planning and Construction ("Off. Gazette RS" no. 72/2009, 81/2009-correction, 64/2010-US and 24/2011), and the Regulations on the content and the method of preparation of technical documentation for building construction ("Off. Gazette RS " , no. 15/2008), Regulations on the content andmethod of technical control of main projects ("Off. Gazette RS " no. 93/2011) and Regulations on the content and the method on technical inspection and issuing of the use permit ("Off. Gazette RS ", no. 111/2003).
The advantage of "MD PROJECT INSTITUTE” is that by combining general technical documentation, documentation in the field of fire protection, documentation in the field of environmental protection, development of a plan of preventive measures, the coordinator works and testing services from other departments can meet all requirements of the investor and the contractor during the construction and reconstruction of buildings.
In the process of general technical documentation we do:

The technical documentation for the construction and reconstruction of buildings is developed as a general project, preliminary project, main project, construction project and as built project.

Technical control of technical documentation includes, in particular verification of compatibility with the construction approval, compliance of the project with the results of previous studies (preliminary work), assessment of the appropriate base for foundation structures, validation and accuracy of technical and technological solutions, and solutions of building construction, stability and safety, cost of the project materials, environmental impact and adjacent structures, compliance with laws and regulations, technical norms, standards and quality as well as the mutual alignment of all parts of the technical documentation.
Opinion on the technical documentation and the measures of occupational health and safety are given on the basis of Art. 7 of The Law on Occupational Health and Safety ("Off. Gazette RS " no. 101/05) and a confirmation that the technical documentation has been prepared in accordance with the requirements of the Law on Occupational Health and Safety, the technical regulations, the applicable standards and that safety and health of workers has been ensured.
Technical supervision during construction include: checking whether the construction is done according to the approval of the construction and the main design; quality control and testing of all types of work and application of regulations, standards and technical regulations, checking if there is evidence of the quality of materials, equipment and installations installed; giving instructions to the contractor; cooperation with the designer to ensure the details of technological and organizational solutions for construction and resolution of other issues that arise during the construction. Supervision may be exercised by a person who has a license of the designer and the contractor.
Suitability of the building for use is determined by the technical inspection of facilities, technical inspection of facilities provided by the investor subject. Technical inspection of the building is made upon completion of the facility, or any work provided for construction approval and final design, and the completion of a part of the object for which the occupancy permit can be issued. Technical inspection may be performed simultaneously with the work at the request of investors, if at the end of construction could make control of the works. Technical inspection includes the compliance of the works approval for the construction and technical documentation on the basis that the facility was constructed, as well as technical regulations and standards that apply to certain types of work, materials, equipment and installations.
DOCUMENTATION FROM THE DEPARTMETNT OF FIRE PROTECTION
"MD PROJECT INSTITUTE” may accompany the project documentation in the field of fire protection in accordance with Articles 31, 39 of the Law on Fire Protection ("Off. Gazette" no. 111/09)., and regulations that perscribes specific fire protection measures for certain types of buildings. In the field of fire protection documentation "MD PROJECT INSTITUTE” does:
- projects of stationary system for fire fighting and performance of these systems
- projects of stationary system for fire detection and performance of these systems
- projects of stationary system for detection of explosive gases and vapors and performance of these systems
- analysis of the danger zones and identification of such zones in areas at risk from explosive mixtures of flammable gases, vapors of flammable liquids and dust
- electrical installations projects and devices for spaces endangered by explosive atmospheres (flammable gases, vapors of flammable liquids and combustible dust)

Construction design and construction of special systems and fire protection measures in accordance with Article 39 of the Law on Fire Protection ("Off. Gazette" no. 111/09) include:
- development of the projects of stationary system for fire fighting and performance of these systems;
- development of the projects of stationary system for fire detection and performance of these systems;
- development of the projects of stationary system for detection of explosive gases and vapors and performance of these systems;
- development of the analysis of the danger zones and identification of such zones in areas at risk from explosive mixtures of flammable gases, vapors of flammable liquids and explosive dust;
- design and construction of electrical installations and devices for for spaces endangered by explosive atmospheres (flammable gases, vapors of flammable liquids and combustible dust);
- design and implementation of the systems for smoke and heat.
Design and construction of special systems and fire protection measures in facilities that produce, process, store flammable liquids and gases, explosives and other substances that can cause fire and other complex objects performed by a company or other legal entity registered in appropriate register for the activity of design and construction, meets the special requirements in terms of technical equipment and has worked with the license for the design and construction of special systems and fire protection measures.
The main project of fire protection is an integral part of the technical documentation for the construction of buildings on the basis of Article 31 of the Law on Fire Protection ("Off. Gazette" no. 111/09). Main project of fire protection is made by a company or other legal entity registered in the appropriate register for activities of design, which has the authority of the Ministry for the main project of fire protection and has employees with the license for making the project of fire protection. Ministry approves the project documentation, in section related to fire protection, the construction, renovation and reconstruction of buildings.
Fire Protection Plan to Article 27 Law on Fire Protection ("Off. Gazette" no. 111/09). legal subjects in the first and second category of fire risk are obliged to adopt the Fire Protection Plan. The Fire Protection Plan shall obtain the approval of the Ministry.
Rehabilitation plan for the elimination of the consequences of fire made by a company or other legal entity is based on Article 16 Law on Fire Protection ("Off. Gazette" no. 111/09) for the repair of the consequences of a fire. Restoration plans include: balance, measure, assess the impact on human health, assessing the impact on the environment, vehicle, way, schedule and funding for the plan.
Owners and users of commercial, industrial and public facilities, buildings and plant with underground parking and facilities in the third category of fire risk and building assembly or council buildings in residential buildings produce fire protection rules on the base of Article 27 Law on Fire Protection ("Off. Gazette" no. 111/09).
With the fire protection rules owners or beneficiaries of these facilities are required to adopt Evacuation Plan and instructions to be followed in case of fire, which must be posted in a conspicuous place on the premises.
DOCUMENTATION FROM THE DEPARTMENT OF ENVIRONMENTAL PROTECTION
In the area of environmental protection documentation "MD PROJECT INSTITUTE" is involed with:
- filling requests for deciding on the need for an Assessment of Environmental Impact
- fill the requirements for determining the scope and content of the assessment of environmental impact
- development impact assessment study of the project on the environment
- filling out the application for approval of environmental impact assessment study of the project on the environment
- filing the application for the issuance of Integrated waste management permit or license for one or more activities (collection, transport, storage, treatment and disposal)
- development of a work plan for waste management plants with waste management activities and for which an integrated permit or waste management licenses
- writing a statement of the methods of treatment or disposal facility
- writing a statement of the methods of treatment or disposal of residues from plant development of a plan to close the plant
- completing the requirements for issuing integrated permits for installation
- development of a plan of measures to protect the environment after the cessation of work and closures
- waste management plans in plants that are integrated permit
- development of a plan of measures to prevent accidents and limit their consequences
- development of a plan of monitoring the plant
- development of the Accident Prevention Policy for Seveso
- reporting on the security and contingency plan for the Seveso
Documentation of environmental protection shall be in accordance with the provisions of the Law on Environmental Protection ("Official Gazette. Serbia" no. 135/04 and 36/09), Law on Environmental Impact Assessment ("Fig. Gl. RS "no. 135/04 and 36/09), Law on Waste Management (" Off. Gazette of the Republic of Serbia ", no. 36/09 and 88/10) and Law on Integrated Pollution Prevention and Control ("Off. Gazette RS "No. 135/04).
Impact Assessment of the environment is a document that analyzes and evaluates the quality of environmental factors and their sensitivity to a particular space and mutual influences of current and planned activities provide direct and indirect adverse impacts of the project on environmental factors, as well as measures and requirements for prevent, reduce and eliminate adverse impacts on the environment and human health. The purpose of the Impact Assessment Study is to assess the potential impact of the project on the environment and propose measures for reducing the impact of the limits of acceptability.
Integral licenses or permits for waste management is the decision of the competent authority on legal or natural person approved by the collection, transport, import, export and transit, storage, treatment or disposal of waste and sets out the conditions of waste disposal in a manner that provides the least risk to human health and the environment, in accordance with the Waste Management Act.
Work plan of waste management shall be prepared and adopted for all plants whose waste management activities and issued integrated permits and waste management licenses.
Integrated permit is a decision of the competent authority issued in the form of a decision approving the commissioning of the plant or part thereof, or activity whose integral part is the documentation of the specific terms and conditions which guarantee that such facility or activity meet the requirements stipulated by the Law on Integrated Pollution Prevention and Control environment.
Waste Management Plan prepared and adopted for installations that are integrated permits for facilities that annually produce more than 100 tons of hazardous waste or more than 200 kilograms of hazardous waste.
Accident Prevention Policy and Safety Report and Accident Protection Plan is a document drafted by the operator Seveso, that of the complex carried out the activities in which it is present or may be present in one or more hazardous substances in quantities equal to or greater than prescribed. Depending on the amount of hazardous substances present at the facility operator is classified as Seveso higher or lower level, based on which it makes the necessary documentation and preduzmju measures to prevent chemical accidents and to limit the impact of the accident on human health and the environment specified in these documents.
WORKPLACE RISK ASSESSMENT
Risk assessment is the systematic recording and evaluation of all the factors in the work process that can cause development of occupational injuries, illnesses or damage to health and identifying opportunities and ways to prevent, eliminate or reduce risks.
Risk Assessment Act is an act which contains a description of the process of the assessment of risk of injury and / or damage to health in the workplace in the working environment and measures to eliminate or reduce risk in order to improve safety and health at work.
The goal of risk assessment is to determine the measures to ensure the implementation of regulations on occupational safety and health and other regulations and is applied to eliminate the risks and hazards in the workplace and working environment or to eliminate or reduce the risk to the extent that it prevents injuries, damage to health or illness of the employee.
Workplace risk assessment is based on:
- Law on Occupational Safety and Health ("Off. Gazette of RS", no. 101/05)
- Regulations on the procedure for the assessment of risks in the workplace and working environment ("Off. Gazette of RS", no. 72/06).
The methods used for the risk assessment are: Kinny method, matrix 5 x 5 or methods requested by the client.
